What You Need to Know:

A huge snow storm has hit Gotham, probably the worst in years! Burnside was not prepared for it; however, the Penguin, once a villain now-turned “hero”, seemed to be when he showed up with his goons, cleaning the streets and helping the locals. Batgirl has her suspicions and is doing everything she can to figure out if the Penguin is just there to help or is behind the storm planning, something bigger yet to come!

In This Issue: 

Batgirl is driving around Burnside on her way to the address Qadir sent her to the lab where he is working things out. She reminisces about her earlier days when she had just moved to Burnside before she arrives. Arriving at the location, something seems off to her, and with good reason. Turns out, it may not have only been the weather satellites that were messed with, but the GPS ones as well. Thankfully, Batgirl knows just were to go to find her friend.

But upon arriving, Qadir is knocked out and the place has been trashed. Though he couldn’t see who it was, he did know what they took: a wearable device that uses radio waves relayed from a transmitter to a wearable receiver to make the wearer seem trustworthy to people around them. Making it a basic “trust ray”. With the video and sound footage, Batgirl is able to deduce that it was Ethan Cobblepot, A.K.A Blackson and son of the Penguin, who stole the device. So, she is off to find out why.

Penguin’s new Nightclub, The Ice Float, is where the whole town is coming to as a public shelter. Batgirl and the mayor have a short conversation about what’s going on and both agreed that there is no way the Penguin can be a part of the theft. Leaving the club, Batgirl realizes she was used by the ray, meaning it must be near by. An unknown Burnside office building is where Batgirl finds pamphlets for Penguin’s revamp for his running for office campaign, with Blacksun as his Campaign Manager! The two square off and Batgirl finds that Ethan is a lot stronger than last time and more determined than ever to execute her after what she did to him almost a year ago. He manages to escape, but she is able to follow soon after her own escape.

Soon, back at the Ice Float, the mayor is giving a speech thanking Cobblepot for opening his business to the people of Burnside. Using the rays, he begins to tell people that they can thank him by voting for him in the next election. Thankfully, Batgirl interrupts and reveals his intentions. But instead of attacking her, Penguin attacks his own son in a fit of rage over their plan not working! Poor Ethan’s face and the damage inflicted on it is revealed and Batgirl begins to wonder about her own scars as the two are taken into custody.

Summary
Not going to lie, I had always felt kind of bad for Ethan when he first appeared in the Batgirl Universe. To see him turn full villain kind of hurt, but oh how evil he has become! And while he originally just wanted his father's love, now he just wants to control everyone, perhaps even his father. An excellent opponent for Batgirl, not just physically but the mental fighting he does at the end gets Batgirl really thinking with all the little flashbacks she hints to throughout the issue. There is some pretty funny stuff in this issue, which fits in well since it's kind of a "filler" arc. But it still shows off why Barbra is part of the "Bat" Family with her super smart thinking and detective like skills. Not to mention her ability to kick some major butt.
